Where Rule 10.2 Applies

AR 10.2 governs where personal belongings — “temporary non-commercial objects” — may sit on a public sidewalk. As written, it prohibits them on sidewalks in residential districts and permits them, within stated limits, in commercial and manufacturing districts. This map shows the city’s zoning districts by category, with a plain-language reading of what the rule’s text appears to say about each. It asserts no legal conclusions.

What the rule’s text says

Residential districts: the regulation states that objects are prohibited on sidewalks, except objects actively in transit or otherwise authorized by the municipal code.

Commercial & manufacturing districts: the regulation permits objects on the sidewalk subject to its stated limits —

not left unattended more than 2 hrs
within a 9 sq ft footprint and under 5 ft tall
clear of a 6 ft pedestrian path (10 ft on wide sidewalks)
at least 3 ft from building entrances
outside parklets, BART access corridors (B markers), blue/white curb zones, and posted no-object areas

The rule provides for objects violating these terms to be moved or removed by the city after notice.

Read this before relying on it

This map asserts no legal conclusions — it summarizes what AR 10.2’s text appears to say, using the city’s own zoning layer. How the city or a court would actually apply the rule in any location is not something this map decides.

“Residential District” is undefined in the regulation. The zoning classes shown here are one reasonable reading; mixed-use residential districts are flagged separately because their status is unclear.

Other laws still exist. Camping and lodging are addressed by other city, state, and university provisions, and the city’s separate encampment policy provides for closures on health-and-safety grounds. Districts are colored whole; the rule itself speaks to the public sidewalks within them.

Sidewalk presence is cross-checked. Every block face carries the City’s own 2020 sidewalk-coverage map (Pedestrian Plan Fig. 4), the 2023 county aerial read by the tile2net detector where it has been run, and any Street View or field check. Faces where those sources do not all agree a sidewalk exists are drawn red dashed, and tent boxes on them amber dotted: they are not counted until verified on the ground.
